use c_scan from traffic lights, and enable scan for car, and set some skills of the traffic light due to its current operation state. maybe the origin is not ideal if the traffic light , it can be somewhere closer.
or use a trigger entity in front of traffic lights, and use ACTIVATE_TRIGGER during c_move - if you use c_move...
