Well there are many cases in which more than 8 (or 7 if you use sun_light) dynamic lights can affect one mesh/ entity, f.i. when you use construction kits for dungeons, space corridors and the like. Even when you use WED to build your level out of blocks, you should still group them together and check "Single Mesh", otherwise the rendering will get really slow.
There even is a material called "mtl_lightcount" that displays the amount of dynamic lights per object/ mesh.
