Try moving all of your vertex shader code above your technique (both the structs and VS_main).

That got it. What a noob-like error. Thanks.

Once again, my shaders curse hits. I've yet to find a toonshader that will work right. This one makes the model all white. The DX9 version of vent's 8.1 shader does the same thing. Incidentally, the 8.1 version did work, and I've played plenty of shader-centric games with this card, so it isn't that. I'm sure this is a skin problem; thus user error on my part.
