okay, if other applications import well that exported .fbx model after converted to FBX-2010 by the free Autodesk FBX Converter (as I see 2013.2 is the latest version), then it must be a MED issue.
(and vertex quantity is max 65535, and tga textures are used, and no multi-stage animations in it)
another tricky route when no bone animation inside, if you import fbx to 3dsmax, export as ase, import to MED

but again another vote for direct fbx handling laugh
