I know ho to draw on MBAP when it is rendertarget, but how to use postprocess effect like blur on it?

Im sure someone knows that.

You might set up a postprocessing view as last link in the render chain:

camBlur->flags |= RENDER_TARGET | SHOW;
camBlur->material = mtl_create ();
effect_load ( camBlur->material, "pp_blur.fx" );
camera->stage = camBlur;
