I have been searching through the forums and have tried several water shaders and none I can really jimmy with to get looking like this screenshot below. This is really all I am after nothing to fancy no real-time reflections, not even sure if they are using cube-map reflections in this. Just a moving bump map that will look similar to this. If anyone can help I would greatly appreciate it.

That's just like bump-specular. Check out some of the normal mapping shaders, they do the same thing. It's even a touch simpler because you don't need to mask the specular. Then, just scroll the bump map.
