I was wondering if there is a program for creating height maps for the ultimate shader collections bump mapping.

If you use Adobe Photoshop there is a great Plug-In from NVidia. You can download it at developer.nvidia.com .

Sorry, but a height map is different than a bump map, I meant like castle1_walls_tHeight.tga for the ultimate shader collection.

You can create with that tool bump maps and also height-maps, I'm using it for the Parallax-Mapping. You've to select "convert to height" to create a height-map.
