You don't need to attend to be able to participate, however the prizes are only available to australian / new zealand residents. If you are an australian or new zealand resident you can still win the cash prizes without needing to attend. The physical prizes are obviously only available to attendees.

As for filesize, how much would you find reasonable? 32mb (compressed) seems reasonable to me.
