It makes perfect sense, but just bearly. Evidently, the bear believes if he shoots enough trashcans full of explosives in a church, god may give him some legs. (Maybe the bear has lost his legs in a previous church trashcan explosion and hasn't yet noticed.)

If you were really ambitious, you might place a bunch of bearly visible bear heads, limbs, etc. in the trashcans, and the player might have to really ask questions.
