not what he had in his original requirements (i didn't read the reworked ones). a city full of cars with realistic physics and a multiplayer network mode and so on wouldn't be easy to do with 3dgs (it also wouldn't really be easy with most other engines

of course you can do a project like that (and maybe also for $1000 if someone already has some of the required code and most of the artwork - which is unlikely since his requirements are quite specific and there also aren't that many racing games done with 3dgs which still is more an indoor engine) but you have to be much more realistic than anam was in his original document. it sounded way too overambitious.
maybe you could post some screenshots once it is finished and tell us about the features that made it in. would be interesting!
