Because FBX is not designed to be directly supported. It is a middle man that allows you to convert from A to B.

FBX files can have all sorts of information in it. Some of it can be safely ignored (like cameras), but others items (like NURBS) could not. We would either have to support every feature that FBX comes up with (if that was even possible, the resulting code would be too bloated to run fast) or people would have to follow lots of rules when they made their FBX files (which eliminates most of the advantages of using a standard format).

MDL7 format is optimized to run fast on 3DGS. The time spent converting a file from FBX to MDL7 (seconds) would pay off in major ways.
((NOTE: It would take seconds to convert files once a tool was writen. Writing the tool will take a lot longer...))


Now on to the ugly part. I'm a Conitec employee, but I do not write the model or level editing tools here. I have NO control over what gets done in those departments. I can only give you my opinion on this topic. If you want to see real change in the formats we support, you have to talk with JCL.
