256MB RAM? 900 MHz processor? Seems like your system is a little old, but that shouldn't be the problem.

I can, quite considerably rule out your system specs as the cause. I'm sure there are users with 128 MB RAM and a 600 MHz processor that can scale textures.
For the fun of it, try this, to rule out the hollowed cube:
1. Create a standard block, not hollowed or anything. Pick a size, it shouldn't matter. 2. Assign a texture to this new block, pick one. 3. Try scaling the texture on this block to see if it works or not.
If it works in this case, you may have found a bug. Did you save your level as something other than untitled? This has been known to cause problems.

Due to a bug, the surface jumps always back to the first surface you have textured. Lets say textured and scaled surface 5, when you 'Enter' the surface jumps to suface 1 and there you have not scaled so it looks like the scale did not work, but if you go back to surface 5 you see your scale.

So you're saying that scaling works just fine with a cube that isn't hollowed out? This is very unusual indeed, something like a bug. For the fun of it, I tried it myself using a hollowed block (medium-sized) and a normal block. I was able to scale it without any difficulties. For reference, you can look at my screenshot showing how things would otherwise look: Screenshot - note how the surface selected is the same one that is highlighted in 50% transparent red in the 3D view? This is what you need. Cycle through the surfaces until you reach the one you need. Surface #1 is almost always the top, unless you've rotated the block. I'm using 6.40.5 for this, after updating from 6.31.4 since I'm constantly swapping between the two.
