uhm VS stands for VertexShader and 1.0 is (afaik) a version of it. Everything you need to buy is a graphic card which supports Vs 1.0 (and PS 1.0 (PixelShader)) But the latest version of PS and VS is like 3.0 afaik, I'm not really into this shader stuff, yet. So yeah I bet your graphic card supports it.
