FlashBIOS Updates -> Other Versions.
Every version has a short description, and in A09 they disabled the SpeedStep feature.

Found it, my FlashBIOS was version A02, so I updated to the last one A10.
I don't know yet if Enhanched SpeedStep is enabled. If it is must I disabled it?

I would try, either in the BIOS or via Windows energy management.
But the BIOS options seems to be the more reliable option.

No Enhanched SpeedStep to find in the BIOS, neither in Windows powercfg.cpl.
??

Yes I could have said update your bios if needed, Only if you don't update it the right way it could ruin your mainboard. Didn't want that to happen

I don't know if you solved your problem, but, I noticed something about your nvidia card and dual core on nvidia forum. Maybe you want to look at this..

All Dell machines with Dual Core here at work do the same thing, just as Frits described.
Did anyone figure out how to fix this?
