Has anyone wondered if RTX is possible on older engines like Acknex 8 Engine, which still uses DirectX 9?

Yes, this is possible through NVIDIA RTX Remix, which was created for Quake II, Portal and currently Half Life 2.

I tried it a while back when remix first released, but it could not properly inject because of the splash screen.

rtx remix got updated a lot since then and now supports a lot of games that it previously did not, so might be worth a look again.

Can't do it myself though. I switched to an amd gpu, and while the resulting mod runs on all gpus, rtx remix tools only support nvidia gpus.

Remix requires modders to be using a Ray Tracing-capable NVIDIA GPU to create content from RTX 2.x and up, but players can play RTX mods with any Vulkan Ray Tracing-capable GPU.
