Yeah it's a great plugin, I've been using it for ages. I didn't quite understand why windows wouldn't thumbnail targas seeing as though it's a pretty standard format

I'm using
ThumbView Lite and it works perfect...also shows DDS and various other usefull file format. Together with
LionT's 3D Shell extension the 3dgs workflow can speed up quite a bit
