Project Anarchy is a cross-platform engine and toolkit specifically designed for mobile game developers, and Havok promises that it will be free to download and use, as well as release mobile games for free with no commercial restrictions on company size or revenue.

The engine will pack together Havok's Vision Engine alongside the company's physics, animation and AI tools. These tools have previously been utilized in titles like Skyrim, Halo, Assassin's Creed, Uncharted and Skylanders.

develop with windows but publishing for iphone, android and this other thing with "T".

For windows we have to buy the "pro" version. Its always the same ....

And I guess the pro version is really expensive.
It�s the vision engine, after all.
For publishing on iOS you�ll need a mac, there�s no way around that, because you�ll need Xcode.

or more... for pc you can get cryengine (for free games) or udk for free. but using udk from programming side is not a great joy, I tried it, unrealscript is not bad but has some strange rules, without a team no fun.

Yes, but "for free" does not mean that you can publish games without paying anyting.
