Decals not animating

I am having a serious problem with decals created after using c_trace. Decals are animating on one, and only one, of the models in the level. The others do not animate at all. All of the enemy models are the same and use the exact same action.

I guess there is no solution; yet another engine feature that simply does not work when someone attempts to make real use of it.

Post a simple project that demonstrates the problem.
