Is it possible to create and publish application for linux?
As example multiplayer shooter, all clients runs in windows and server runs in linux platform?

Its not for beginners, through. You can't use the 3DGS or lite-C for that, so Uhrwerk's answer is right. You will have to develop the linux server for yourself completely from scratch and create a network protocol so that the 3dgs client can talk to the server and vice versa.
