Nope, you have to program them yourself.
There is a shader and material editor in development. From the forecast page:

Shader and Material Editor (edition: Commercial; in alpha test)
A kit of predefined shader modules. Effects can be combined and their properties can be adjusted in a visual editor. The following basic effects will be supported: multitexturing, GameStudio style vertex lighting, per pixel lighting, dot3 bumpmapping, normalmapping, cell-shader, reflective/refractive environment mapping, procedural texture coordinates, per-texture vertex deformation (for shader version 3). More effects can be added by users.
