So in the xtra edition how is the animations handled ?

Bones animation is only supported in Comm+

You must use Vertex anim in extra

OK So does this mean I cant buy models that has bones and use them in the engine ? Or just cant use the MED to edit the bones ?

It means no bones. You can buy all the models with bones that you want; you just won't be able makes use of them for animation in 3dgs.

It is better to buy models with bones , anyway
You can use bones for posing your models in MED or other programms
However with the extra edition you can use vertex animation only which is , generally speaking faster than skeleton animation
The only drawback being that you can not use animation blending and direct kinematic on the fly

If you plan on doing technical animations/physics, then bones are the way to go. Otherwise, I wouldn't be too worried about them. But they are nice...
