You make the deal with current user, the current user informs the transfer to the Conitec and you will recieve the key.exe from the current user.

I have another question. What if user that sold 3DGS to other user and that user can't reach him to change licence on me, which I will be the 3th user. Can I still publish programs/games with that first user licence (licence not on me)?. Or is this the rule that licence MUST be on me to publish programs/games? Because I dunno how we could contact Conitec to do that without first user which has licence.

There can never be more than one user, because the license just transfers to you
BASIC programmers never die, they GOSUB and don't RETURN.
