I claim to know very little about this theme and related implementations, but I wonder:
Do they starve?
Do they suffer?
Do they eat their dead?

i.e.?
Cannibalism: +7.2%
Panic: +3.8%
Collapse: +0.4%

If your proxy obviously eats well and is well off, could you (by proxy) ask starving citizens in the simulation:
"Is life just a game?"
What do you think the answer would be?

Just to clear up what you request:
Your problem seems to be to get ideas for the gameplay, right?
You need ideas to make it more challenging and ideas how to combine the now simple game mechanic with stories and feelings, to give the gamer motivations to play it and proceed playing it?

Yes, i heard about folders. But i rarely use them because of 2 things:
1. For me its easier to work with one folder.
2. I had several hard lags related with folder functions.
Maybe i'll split content by categories next mod.
Anyway, i never publish mod's with less then 0.20 difference.
