Thats cool news! Together with XNA and WiiWare there's some rumble in the jungle for indies Though, I suspect a similar model like how Microsoft is doing with XNA: PC development is free, maybe Sony requires a small fee if you are going commercial with a PC title and if you want to recompile for PS3 (e.g., because Sony allows you to develop for PS3 - which is also a hard task), I think you have to negotiate.

It is available now free for all PlayStation3 developers.

AFAIK (and I saw the lecture), Sony doesn't have any plans on releasing it to the general public. I hope to learn otherwise, but I haven't seen any creditable sources (e.g. somebody from Sony) say anything about a public release.
