I think the old Tomb-Raider-Games had this included in the animation-frames. But i would use bones, as you said. So you could play the hair-movement-animation independent from the rest of the body.
Ok thanks, but how do i get it to trail the player so only the top part moves with the player and the rest is left behined until it has to move, or if theres a wind how would it blow towards the wind?

I think you mean with the wind. Anyway the way I was thinking to do it would be to create your hair with the different animations and name the animation frames eg: idle, walk, run, turn, wind etc. Then in your code maybe use attach or something along those lines.
