in this it says thats a a7 only feature, and as a preference, Id rather have it be something i can put in a .fx file so that I dont have to touch scripting while doing level art. This is for speed reasons. Thanks for the help anyways, if anyone else has any ideas that would be great.

Enable the "AlphaBlendEnable" in the terrain's material. Both objects have to have blending enabled. You can also try "AlphaTestEnable"

actually for some reason, it only did that 2x, now when i run it it looks fine... i think it might be either one of the 24 bit dx surface formats couldnt be found (maybe because it wasnt in windowed mode, does anyone know what acknex is set in with fullscreen by default?) or it could be a change in the tga saving format (i dont think i changed anything tho) anyways it actually looks perfect now.
