is it just me or does the windows system (taskbar) clock a strange rhythm and understanding of the term "second"? 4 to 5 seconds yseem to be rushed, than it stops for a while, and then it continues to rush, then stops after 5 "short seconds". i know there are problems with my kind of processor (opteron 170), and i need to run a synchronizing tool to lauch some applications (f.i. if an application has *.bik bink video files in it), otherwise the bucking is unbearable. but the windows clock? how weird is that.
i remarked it the fist time after i installed and played fallout 3. may there be any connection between these two things?

i've always noticed it
i think it's just an application that updates to the real system time only so many times a second (so it's not taking too much processing power?), so every now and then it seems out of sync
could be wrong though

If you let the Fallout 3 Setup install the BOINC+Folding@Home, then it may be related to the fact, that the folding at home takes over any unused processor power. In this casem, it might just draw all power required to update the system clock and then at some point releasew it for a second, so you see all the due updates in a "rush".
