You can do that in audacity by default.
Select some area of the track, then go to Edit->Play Region->Lock
you can then adjust the red arrows.
To hear in loop, just Shift+Click the Play Button.

You could take a look at "Reaper" - itīs shareware, though. About 50,- dollars, but this is nearly a steal. http://www.reaper.fm/
no science involved
