Whenever i create a new level. i try import an fbx file. i get this error:
"PALETTE.PCX BAD TEXTURE SIZE: 15x19"
But that palette.pcx is created once the blank level is created. so it has nothing to do with fbx. and when i check the size of the pcx file in photoshop its 15x19 px. and tat's created by WED by default. So y do i get this error ?
No, the size of a palette does not matter. The error message means that you're using the palette as a texture. Either you've assigned it directly to a surface, or you have it placed into a texture folder of your project.

not really, i am just making a blank level. import the fbx level (which i exported from maya) And when i import i get this message. when i create a blank level, wed auto-generate a palette.
If you're not sure which texture folders you've defined on import, look in the Textures Tab - there you'll see them. The work folder should _not_ be used for a texture folder.
