You can use the commercial edition on as many reinstallations as you want to. The important thing is, that it is licensed to a person, namely you. Only you are allowed to use it. If you want to have your other team members to have the same features as the commercial edition (except for publishing) then you need to buy the team edition.

The Team Commercial is approx. 60 € for three persons. That's really not expensive.
