hi rei,in this case you can use you'r tv card as a TV,
connect SEGA console to you'r TV card as the way you connect it to the TV,
i never work with ASUS TV cards"i am using KWORLD TV card",but in my TV card when you plug some thing like"dvd player, satellite resever" there is an option"a button in main menu" called 'AVI 1 in',when you press it the conected device will work.if you can't find some thing like that, you can simply change the input from antenna to cable, then search for the needed frequency.
good luck wink .
