Another solution would be to find a world editor that generates and XML file.
After that just make a Lite C program that read the XML or simple file for loading and placing entities.
It would be lot of work i think.

This isn't exactly a "level editor", but it's import/export features are XML based. I don't think it is being developed any more (unfortunately...), but it was "Freeworld 3D". AFAIK, it's "abandonware" now...I bought my license years ago, and used it for some simple tests, but never really got far with it due to me not knowing how to program XML so I could get a good exporter.

I have the guys email (iirc, it was sconne -at- bellsouth dot net, or it could have been freeworld3d -at- bellsouth dot net).
If someone could get in touch with him and work out some kind of deal, I think that would be an awesome tool for A7/8.
Hey, come to think of it, what about GROME II? Yeah, it is a bit expensive, but it's supposed to be pretty easy to integrate to just about any game engine via it's SDK. (
