Hi All! Someone pointed me in the direction of a cool plugin for Photoshop that not only lets you sculpt normal maps using Photoshops tools, but is also FREE!

The tool is really great. Sure, you can bring an image into Photoshop and, with the click of a button, convert it into a normal map, but you can also use Photoshop's brushes to paint details into your normal map, creating raised areas and indentations quite easily. It makes it quite easy to create scratches, dents and the like. And it is simple to use. Here's an example from the site:
