I do look for a singel Shader, not a shader-framework like Shade-C, because I do want to include own shaders later. My Level does consist of Blocks, Models, Sprites, Lights etc.

Well, it is very simple. Just render a depth map, blur the camera view and blend the camera image and the blur image depending on the per pixel depth and the near and distant focal planes.
But if you are not into shader (programming), I have to admit that this doesn't sound simple at all

if you want to learn shaders tehre is a tutorial series on youtube for gs http://www.youtube.com/user/1Slin1 but only in german but maybe a look can help to understand
