If you loaded a wmb level: Do you set the sky_color to zero? Only then the Background from your level is disabled and you can see the Panels with negative layers.

Btw.: I tested the above code. It works out of the box. If the above example did not run you most likely added it to your existing code, where a sky_color was set.
Always learn from history, to be sure you make the same mistakes again...
