Uh, what? Do you mean a "game engine"? Or an internal combustion engine? Or how to make a working internal combustion engine in 3D Game Studio? If a game engine, do you mean how 3DGS works, or some other game engine?

i think he means a stand alone engine, like the 3dgs engine, source engine, etc.
but to make that you need a big team, much money and many experience in c++ and you must know the directX 9 interface and how to program with opengl and/or directX.

All these things may help, but none of them are required.
If you want to learn more about game engines, do a google search. If you have enough money to buy a book or two, there are a couple out there that you would find very handy.
