use blender wink

in its sequence editor you can just drag in a whole bunch of images in one go, chop em up, move em round, do all sorts of scaling/colouring/blooming effects, pick your own frame-rate, etc, and then export them to whatever (i like .mov).

use windows movie maker and adjust standard time for images when dragged onto the timeline.

drag your whole folder into wmm and then on the timeline. before that you should setup the time, as i told you. there's no problem with 1000 pictures afaik.
