Ha ha, no it's not. They create files that are approximately the same size, but the difference is that PNG can save files at perfect quality while jpeg is always
lossy. I didn't even have to check the filenames to tell you were using jpegs on that site, it's that bad.
Jpeg's are typically not good for anything beyond photos, and even then you could use PNG (although jpeg seems to be the standard nowadays). Jpegs are especially unsuited for pixel art.
