In which cases should I use the proc_mode = PROC_LATE; ???

f.e. you have two models, which should move together, for both of them you have they own actions, but when you try to attach first model to second one, you'll notice a lag between them, when the second model will move... in this case you can insert "proc_mode = PROC_LATE;" at the beginning on the first model's action, and this will fix the lag.

I have my player function, which manages the movements.
And I have another function that is the camera!
This function maintains the camera motion according to movement of the player!
Is it correct to use "PROC_LATE" in the player function?

Use it, only, where there is no other way, to attach positions properly.
You can insert all the camera stuff, right at the end of the player's loop.
That will work perfect, without PROC_LATE, better don't use additional loop for canera.

*lol* We are game engine programmers and using textures and sounds. I don't think the additional few bytes for the scheduler will make any difference. ^^ In terms of clarity and module separation I'd always use a separate loop for the camera movement.

Well, for a performance reasons, you'd better use only one loop for all game, or are you trying to say, that I'm wrong?
Plus, 70-80 % should be spent on render (draw calls, texture and other stuff you've said). Correct me if I'm wrong.
