Since the camera angle mantaines the polygon depth into a small range, it works good and looks plausible. yes this is a spotlight.
performance is okay as long as you don't use too many lights (max number is 16 at the moment)

4 should be okay, and there is still room for performance improvements (the code im currently using is unoptimized)

10 Were still okay for me but that also depends on the scene complexity (especially number of objects)
