Actually this is innaccurate. Most newer video cards, since at least full DX8 compliance, have some support for non-power of 2 textures. There are however often some restrictions still.. such as mip-map generation.

1 of 500? My Radeon 7000 and Radeon 9600 XT cards both support non-power-of-2 textures such as 48x48. I'm not referring to screwballs like 367x73 or 1722x894, I'm referring to bi-level values where it takes two powers of 2 to get the image size (like 48x48).

?? where did you get this figure? I just said that most newer (since DX8) cards have some non-power-of 2 support. This means Radeons like Ulliai mentioned ansd so on.
The point is not that you SHOULD use non-powers of two, but that you will be able to if the enigne would support it.
