You can get this with c_scan(...SCAN_LIGHTS) to static lights and pass light parameters to the shader in material skills. [edit] or c_trace to get tex_light & tex_color of floor (in case of wmb level, not made from models) and pass that values to the shader
thats a good idea but i dont know about making shaders, your idea gives me an idea though, however i am making a level completely from models. ive tried geometry and if one thing goes wrong its a pain in the butt lol
