This is a good Idea that TheExpert and Frank_G are talking about. And it was something I was trying myself though I finally realize I lack the needed skill or desire to complete such a project. But, if some skilled scripter could put such together for themselves there is no reason they could not share a lessor/altered version of such for others to purchase.
There is some money to be made in this forum.

there are lot of people who could pay for an affordable 3D RPG engine , lot of people use some 2D RPG engines, fast and easy to use. if someone would create a very affordable one in 3D with good essential models : i mean not iold dated , squarry robotic ones  some trees, plants houses, heroes,monsters , spell and particle effects,grass and tree wind, dialog/quest system. I have played with Titan Quest editor : amazing what you can achieve and incredibly easy to use  Indeed it is lot of money to grab for the people that will success bringing that.

Yeah, but part of me thinks it's not so bad ... If code is customizable, but still the core is similar, well I don't know, but I think you'd actually notice this when playing games using the same movement code or AI, probably especially AI. That's definately not what I would like ... Just take a look at the movement of Unreal Tournament 2004 and games like Pariah, they are using the same code ... and in Pariah that's not a good thing,

OR better a 3D rendered image retouched could even be better. Well like it is money to do  For RPG , lot of people easily would pay some 40 $ or more if quality is here for a complete customizable solution like some 3D RGP MAKER
