WED doesn't show transparent sprites, you have to build and run your level if you want to see the transparency. If you don't see any transparency in the level, try turning on the "flare" flag on your fence sprite.  (@Conitec: Hey, being able to view transparent sprites in WED would be a handy feature!  )

if you've built and run the level without seeing transparency, just set the "transparent" flag in WED or TRANSLUCENT via script. often that's needed to "turn on" tga transparency (not everyone wants their tgas to always have transparency).
^^ try this before flare or overlay because flare and overlay work independently of your alpha channel and you want to make sure your alpha channel works.

in WED, right-click on your fence entity and select Properties and find the Transparent checkbox. make sure it's on, build the level, and run. if that doesn't work i can't imagine what's wrong so try overlay or flare (also in Properties).
