Creating a new key isn't as easy as looking up a file. They have to verify that you are a legal owner, remove your old username/password from the database, use the key-generator software to re-issue a key (with watermarking), and update the database to accept the new password. The whole process takes twice as long as the original order (plus you now have two watermarks associated with you).
