This variant is already there. You have to link people to the antiminicity page to increase your missle launchpad. Once it's full you can target your nuke at a normal minicity. But it's only in French, and the antiminicity page is more text-based.

Since motiontwin is a french gamedesign company, they are either beta testing it in france or made it privileged to france only.
