It worked really nicely when there was only one layer between myself and the CEO... something that would take me 2 weeks would get me 4 months of time allotment. Then I would ask my superior (luckily he was a friend) if I could just take my laptop and go to the beach to work on this so I could have a clear mind. Worked almost everytime!

Laughing that is sooooo funny but yes it is the unofficial rule of estimation for software development.
