Actually it is not that closed. It is very open compared to most of the console markets. The Apple iPhone store is crowded and full of indie games.
As far as I know you pay less than 100 $ for a SDK, you need about a few thousands to get a license on the consoles.

I think it is a perfect strategy. An entry price and a quality management will lead to better games in their shop.
