Try opening up "My Computer", then in the "Address" bar type in the URL of the download? If that doesn't work, they your OS shouldn't even be running. I guess you've tried uninstalling Firefox, restarting, re-installing Firefox? What about updating IE? If you have, then you should just go and reformat your hard drive and get back to work...if you're having this much trouble from a simple URL, it will only get worse for your other programs I'm sure.
