This is a 3rd party level editor. The creator wishes to directly support the 3DGS format and may even hook into the map compiler, so this is looking like it will be a viable alternative to WED(for those who have issues with it). It's a commercial product, but a full demo is available, so you can decide whether it's worth it for you.
